의약품 사용과정을 총괄하는 최고 관리자로써 위치 정립을 위해 아시아 약사들이 함께 노력하자는 내용의 서울선언문을 채택하고 서울 FAPA대회가 나흘간 이어진 대장정의 막을 내렸다.

8일 서울대회 폐막식을 통해 아시아 약학인들은 약사 직능 향상 골자로한 10개항으로 이뤄진 서울선언문을 채택, 약사의 위치정립에 최선을 다할 것을 다짐했다.

선언문은 약의 관한 최고 전문가로서 의약품 관련 문제를 발견, 해결, 예방하는 사회적 책을 수행키 위해 파마슈티컬 케어를 적극 실행에 옮길 것을 다짐했다.

또 약학교육과 긴밀한 관계를 구축하고 질병예방운동과 보건교육의 약사침여, 의료전문인들과 긴밀한 협력 등위해 노력할 것임을 결의했다.

한편 이날 폐막식에서 한석원 약사회장은 성공적인 대회운영을 함께 해온 FAPA대회기를 14차 대회가 예정된 태국 약사회장에게 전달하고 차기대회를 기약했다.



1. 약사는 약에 관한 한, 최고의 전문가이다. 따라서 약사는 환자가 각종 의약품을 사용하는 과정을 총괄하는 최고의 관리자가 될 수 있도록 힘써야 할 것이다.
-Pharmacist is a drug professional and should struve for becoming the best manager of the drugs that patients utilize.

2. 최대한 신속하게 의약품과 관련한 문제점들을 발견하고, 해결하며, 예방한다는 사회적 책무를 수행하기 위해 약사직능의 기준이라 할 수 있을 파마슈티컬 케어를 적극 실행에 옮겨야 할 것이다.
-Pharmaceutical care, as a standard for pharnacy practice, should be implemented to take the social responsibility of identfying, solving and preventing drug0related problems as soon as possible.

3. 약사직역은 약학교육제도와 긴밀한 관계를 구축해 나가야 할 것이다. 이는 약학교육과정이 약사가 파마슈티컬 케어를 제공하기에 충분한 지식과 기술, 직능을 배양할 수 있도록 뒷받침해 주어야 할 것이기 때문이다.
-The pharmacy profession should work with the pharmacy education institutions to assure that the professional education curriculum provide pharmacists with knowledge, skills, and abilities enough to provide Phamaceutical Care.

4. 보건교육과 각종 질병예방운동에 약사의 능동적인 참여가 적극 장려되어야 할 것이다.
-Active participation of pharmacists in health education and preventive campaigns should be strongly recommended.

5. 약사는 개인적으로나 집단적으로나 정책결정과정과 의료계 내부에서 중요한 역할을 수행해야 할 것이다. 이를 통해 환자의 의약품 사용과정 전반의 질을 개선할 수 있을 것이기 때문이다.
-Pharmacists, individually and collectively, should serve as aprimary voice in public policy and health care communities to improving the quality of medication use in patients.

6. 약사는 환자 치료과정에서 다른 의료전문인들과 긴밀히 협력해야 할 책임이 있다. 이를 통해 적정한 의약품 사용이 보장될 수 있을 것이기 때문이다.
-Phamacists must take primary responsibility for communicating with other health care professionals involved in the patient's care in assuring the appropriate use of medications.

7. 정부의 의약분업 정책은 신중하게 실행에 옮겨지고 장기적인 관점에서 평가되어야 할 것이다. 그리고 약사는 비용절감 효과와 약물치료 과정에서 환자의 만족도를 극대화시키기 위해 필요한 모든 노력을 강구해야 할 것이다.
-Government policy for separation between pharmacy and medicine should be carefully implemented and evaluated in the long-term perspectives, and pharmacists must make every effort to maximize cost-savings and consumer satisfaction in drug therapy.

8. 약사는 불충분한 수준에 머물러 있는 현행 조제료 보상제도를 개선하기 위해 의견을 적극 개진해야 할 것이다. 이를 통해 새로운 파마슈티컬 케어 서비스 제공에 대해 적절한 보상과 인센티브가 마련되도록 해야 할 것이기 때문이다.
-The pharmacy profession must effectively communicate the inadequacy of current "dispensing fee" systems of payment in providing appropariate compensation or incentives for the new delivery of Pharmaceutical Care.

9. 약사는 약물치료 과정에서 의약품 부분 비용과 전문적인 서비스 부분 비용을 구분짓는 표준화된 분석 및 보고 시스템을 확립해야 할 것이다. 이는 파마슈티컬 케어의 경제성에 대한 이해도를 높이는데 기여할 것이다.
-The pharmacy profession must contribute to improved understanding of the economics of the Pharmaceutical Care by establishing standardized analytical and reporting systems which differentiate between the product component costs and the professional services component costs of the medication use process.

10. 약사는 보다 양질의 의료서비스 제공을 통해 도출된 연구 및 실행 자료들의 요지를 충분히 이해하고, 공유해야 할 것이다.
-Pharmacists must be knowledgeable about and share the substantical body of research and practice data resulting from the new delivery of better health care.
